Functional Analyst (Freelance)

Description

As a functional analyst expert, you are responsible, on the basis of a business analysis, for drawing up, implementing and following up a functional analysis and design. You make an adequate, structured and coherent translation between what is requested as a solution and how this can be functionally translated into an ICT design. This in accordance with the standards, architecture choices and specifications of existing applications within the organisation. You are responsible for functional testing and quality control of the solution.

You autonomously form the interface between various responsible parties and contact points for the development of an ICT solution.

You manage the functional development team and coordinate the development process.

You help build a supported approach to process methodology, process analysis, tooling, documentation and archiving of process documentation. You ensure that this is anchored in the agency.

You make an active contribution to the changes needed to further professionalise and increase the quality of business analysis in the organisation.

Technical context

The MAGDA platform unlocks various web services (SOAP and REST) and file exchanges. The technical set-up is constructed in a generic way so that as many government bodies as possible can be connected in a uniform manner.

Business context

Within the Digitaal Vlaanderen data solutions department, the MAGDA team is responsible for stimulating and supporting the digital transformation of the Flemish government. This team assumes the role of the Flemish services integrator (VDI) with the aim of simplifying and optimising data exchange.??
The MAGDA platform (Maximum data sharing between agencies / administrations) unlocks (federal and Flemish) authentic data sources - databases in which unique and original data are kept. It exchanges this data in a secure manner. As a result, the principle of "collect once, (re)use multiple data" is realised step by step. Data is collected only once from citizens or companies, which saves a lot of time. All applications that subsequently use this data then always have the latest information.

Responsibilities

  • You correctly interpret the business analysis and master the existing ICT architecture;
  • You create functional designs and functional specifications from complex issues and link these to existing ICT architecture;
  • You prepare the analyses in terms of content; you plan and organise the working groups and analyses for this;
  • You work out user stories and features;
  • You take an active role in managing backlog refinements.
  • You identify risks and bottlenecks and discuss these with the business analyst and/or product owner;
  • You are the first point of contact for the development team and clarify where necessary.
  • You monitor the technical translation of the functional design into the actual ICT project, and the fit between solution and requirements;
  • You follow up on problems raised during the software development phase;
  • You support the development of the test strategy and provide input for the test scenarios; You test the delivered functionalities;
  • You regularly evaluate the application of functional designs in practice and make adjustments where necessary;
  • You give well-founded and substantiated advice on existing needs, possible blind spots and improvement possibilities;
  • You are part of the project team and support the project team to achieve the sprints;
  • You take your own initiatives to optimise the cooperation in the project team to achieve the sprint;
  • You support the fellow functional analysts in your project team:
  • You are the point of contact within the agency regarding functional specifications;
  • You detect interactions with other projects and take the initiative to discuss these interactions with the other project teams
  • Together with the product owner, you co-direct the vision, future and development path of the product.
  • You help build a supported approach to process methodology, process analysis, tooling, documentation and archiving of functional analyses. You ensure that this is anchored in the agency.
  • You make an active contribution to the changes needed to further professionalise and increase the quality of functional analysis in the organisation.

  • Demonstrable knowledge of Scrum operations - Must have
