Senior Project Manager

Job description

As part of its activities ORES is looking for a Senior Project Manager to work on the Market Programme. The mission will start as soon as possible, with a first contract of 1 year (with possible extensions), full time.
A presence on site of minimum 2 days per week (Gosselies) is required. Occasional travel to Brussels for meetings with other energy market players may be required.

The market programme :

  • The Market Programme brings together a set of projects concerning the exchanges between ORES and the energy market.
  • The Market programme is a strategic programme of ORES, which aims to anticipate, together with other programmes, the changes and challenges related to the company's strategic objectives in terms of energy transition, digitalisation and efficiency.

More specifically within the programme, the Project Manager will be responsible for 2 projects described below.

Context of the projects :

Meters and Head End System (HES):

  • The strategic Metering and HES project consists of:
    • Track 1 - currently in the Delivery phase
      • the supply of new generation smart electricity and gas meters from 2023 by 2 different providers
      • Support for the integration of the HES of the 2 providers in the Ores environment (the integration itself is in the CCS project)
  • Track 2 - Currently in the scoping phase
    • supply of new items and accessories between 2023 and 2025 to cover the other cases (white zone, no WMBus coverage, last Gasp)

This is a joint project with the other DSOs.

CCS - Strategic Communication Chain:

  • the objective of the project is to integrate the 2 new communication chains from the joint project with the other HES DSOs into the ORES application landscape. This will enable the installation of meters from the beginning of 2023. The CCS project is an ongoing Delivery project and is reaching the testing coordination phases with the 2 suppliers.

Responsibilities:

The consultant will be required to take over the management of some projects independently.

Therefore, in this context of project management intervention, tasks may include:


Project plan management:

  • Coordinate, write and/or collaborate in the writing of the specifications.
  • Prepare the project plan (objectives, scope, organisation & resources, planning & milestones, business case, tolerance levels, risks & constraints, communication, organisational impacts...) under the supervision of the project coordinator and in accordance with the mandate given.
  • Present and have the project plan validated by the steering committee in collaboration with the project coordinator.
  • Report and collaborate with the project coordinator to ensure the proper management and monitoring of the project.
  • Collaborate with the other project leaders and the project coordinator to identify and manage interdependencies with other projects.
  • Prepare and present the status report to the project committee to ensure good operational monitoring and effective collaboration with stakeholders.
  • Prepare and present end of phase and exception reports to the Steering Committee to ensure the overall direction and integrity of the project.
  • Be accountable for the overall progress of the project, adherence to timing & budget and use of resources.
  • Initiate corrective action where necessary.
  • Identify and obtain support and advice necessary for the management, planning and control of the project.
  • Comply and ensure compliance with the defined project methodology (including Test and Change Management methodology).
  • Be responsible for change control and any necessary configuration management.
  • Be responsible for the administration of the project and coordinate the actions of the suppliers.

Operational management:

  • Establish the Project Initiation Document in accordance with the terms of reference and coordinate the production of the defined deliverables.
  • Monitor the progress and evolution of the project to ensure that it is delivered on time, on budget and in line with quality expectations.
  • Manage risks and issues, including developing a contingency and mitigation plan.
  • Assist in the identification of resources. Lead and motivate project team members throughout the project.
  • Ensure collaboration between different parties during the project: stakeholders, architects, development team, etc.
  • Obtain acceptance and validation of the key project deliverable by the responsible parties.
  • Prepare the lessons learned report.
  • Prepare any necessary follow-up actions and recommendations.
  • Prepare the end of project report.
  • Ensure the preparation of the SLA with the designated application manager: possible (in)availabilities, Key volume (DB, Users, ...), required or expected performance, recurrent productive tasks, licenses)
  • Reports to the project coordinator.

Project compliance :

  • Initiate and coordinate quality audits and the execution of quality assurance plans.
  • Review and manage change requests against the original assumptions after validation by the steering committee.
  • Ensure that the project outcome meets the defined objectives and expectations of the sponsor.
  • Ensure that documentation is delivered by the project and is in line with ORES standards.
  • Ensure that the activities related to the organisational change are planned and followed up by the business (including training).
  • Ensure project go-live and Post GO Live support
  • Prepare the AMS with the designated manager, ensure the handover to the AMS and its official acceptance.

Reporting and representation:

  • Collaborate continuously with the project coordinator.
  • Document and communicate the project status to the project committee and steering committee.
  • Formal monitoring of project risks and escalation of major risks and issues.
  • Represent the project at steering committees and with clients.

Requirements

Expected skills :

  • Proven experience of more than 5 years in project management
  • Proven experience as a project manager in a Programme context
  • Project experience will include experience in managing multiple stakeholders (internal & suppliers)
  • Proven experience in contract management (SLA...)
  • Experience and knowledge of the energy sector is an asset
  • Experience in technical projects (energy business) is an asset
  • Knowledge of project management methodologies (Prince 2 type)
  • In terms of languages, the consultant must be fluent in French and have a good level of English.
  • An understanding of Dutch is an asset
  • Knowledge of Agile methodology
  • From a soft skills point of view, the consultant will have to demonstrate autonomy, rigour and leadership. He/she must be able to move from one project to another while adapting to the people he/she is working with, and to easily understand the related environments
