Programme Manager "Fix the basics"

Job description

Duration: 1 year renewable

Fedasil, Federal Agency for the reception of applicants for international protection is looking for a Program Manager Fix the Basics in the centres, with proven experience in the implementation and monitoring of New Way of Working solutions based on Office 365 services.

In its IT plan for the next few years, Fedasil has defined a series of programmes covering both IT itself and its transformation, as well as specific tracks for the Business.
About ten programmes have been defined, such as Transformation and Governance, or Data&BI, or ERP.

One of the biggest programmes is the Fix the basics programme in the centres, which aims to bring all the Fedasil centres up to standard, in terms of cabling, network, security and telephony.

An example of the activities to be taken into account for this programme is the following:

  • Clear inventory of the IT situation in each centre, of the service currently provided to residents and employees (network/cabling, internet connectivity, wifi, printers, computers, telephony, mobile, walkie-talkie, ....): almost complete
  • validate with the operational departments and the management committee the level of quality and service expected in these centres,
  • Establish a multi-year budget based on the situation and the defined objective, present it to the management committee, and validate a progress proposal according to the budgetary, human and material resources made available, and review it regularly
  • Proposal of implementation scenarios, based on objective criteria (pilot or not, by complete centres, or general improvement, etc.)
  • Implementation planning per centre: there are several dimensions to this programme, the transversal dimension on the one hand, where we hand over the standards correctly for all the centres (e.g. telephony, network, etc.) and on the other hand, centre by centre, where a schedule must be drawn up centre by centre, in liaison with the local team
  • New proposals for working with suppliers may be proposed, and should be followed up in detail.
  • Identification of specifications (or mission orders to be written), such as a new way of looking at network implementation (from insourcing to outsourcing)... by putting in place SLAs...
  • Establish a list of projects that are part of the programme, make links with other programmes such as "M365 and NWOW" as well as the "cloud strategy and fix the basics of the infrastructure" or "security" programme
  • Make recommendations on the opening and closing processes of centres from an IT perspective
  • Establish, document and present the overall programme, with the objective of improving the service to residents and staff, while respecting security, general standards and good management practices.

A strong focus will be put on the modernisation of the fleet, particularly on the telephony aspects (replacement of PABX by IP solutions).

  • It will also provide support for the migration of document management solutions to SharePoint Online.
  • He/she will take ownership of the project objectives to ensure that risks and issues are managed or escalated in an appropriate and clear manner.
  • Communicate and manage stakeholders (business, contact centres)
  • Prepare and deliver presentations and facilitate decision making among stakeholders.
  • Lead and support operational teams in coaching
  • Represent the project in line with the client's culture, ensuring that the objectives of quality, transparency, audibility and value for money are met.
  • He/she will play an important role as change manager and change agent for this programme.

Requirements

Skills and qualifications :

  • 10+ years experience in project management (essential).
  • Excellent knowledge of network technologies, telephony (voice over IP), ....
  • Excellent knowledge of public procurement
  • Experience of network and other rollouts and onboarding and/or roll-out activities.
  • Excellent knowledge of project management and programme management principles
  • Business, Teams, EMS.
  • Excellent communication skills.
  • Proven leadership ability
