Senior Project Manager

Job description

The programme is elaborated as an agile innovation programme that, through sub-projects, will deliver the final functionality indicated by the end-users.
To join the team, we are looking for a dynamic and flexible (senior) project leader. He/she will assist the programme manager in the day-to-day organisation of the programme and lead the various subprojects. He ensures a meticulous project follow-up of both the business and technical processes within the programme in Jira/Confluence and supervises, facilitates and monitors the progress of the development processes realised by external development partners. The project leader is responsible for the supervision of sprint schedules, process methodology, project management, budget management etc.
An implementation based on existing VO building blocks such as IPDC, DOSIS, MBP, Global header, Notifications, ACM/IDM and the link to a new basic register for associations must be taken into account.
It is important to also be able to consult with external parties from a technical/functional background to evaluate the technical solution. He/she will need to work closely within a wider internal programme team (programme manager, product owner, architect, business analysts) and with external product owners and project managers. Smooth and open contact with other departments and external parties is crucial to ensure the necessary synthesis of the various processes.

The Flemish government is currently creating a digital Association Counter by analogy with Mijn Burgerprofiel and the e-Desk for Entrepreneurs. Based on the ambition to provide associations in Flanders & Brussels with maximum support in their search for and processing of services and to reduce the administrative burden for both associations and service providers, the Associations Counter must become the reliable digital gateway to all basic information about and for associations and associations in the making regarding (government) services. It will also allow associations to access and manage their own data in order to then make optimal use of the service offerings.

Requirements

  • Higher education (Master or Bachelor) with technical/engineering background or equivalent through experience.
  • Demonstrable experience in technical environments in which the projects are situated.
  • Communication and customer-oriented, preferably through demonstrable preparation/training.
  • At least 10 years' experience in infrastructure or development projects
    • of which at least 5 years' experience in leading and supervising projects with total budgets of minimum EUR 1000K.
  • Capacity to oversee multiple individual projects, and to direct and optimise the substantive links between the various projects
  • Language requirement: Dutch-speaking at European CEFR level C2
  • Be able to use project management techniques and tools (risk management, issue management, ...)
  • Knowledge of MS Project, MS Office (such as PowerPoint, Excel, ...).
  • Knowledge of ITIL.
  • Very good knowledge of PM methodology terminology, organisation, roles and processes (e.g. Prince-2,PMI, PMBOK, ...), preferably demonstrated by certification. Able to transfer relevant expert knowledge
  • Experience in leading an agile development team - Must have
  • Scrum master - Must have
  • Demonstrable experience with digitisation projects within the culture, youth, media and/or sports sectors and/or at local level - Nice to have
  • Demonstrable knowledge of and experience with the Flemish government building blocks (e.g. ACM/IDM, Magda, DOSIS, Burgerprofiel,...) - Nice to have
  • Experience in organising and facilitating It development projects (sprint planning, process methodology, project management, budget,...) - Nice to have
  • Experience with functional and technical analysis - Nice to have
  • Experience with functional testing and quality control - Nice to have
  • Experience working with wireframes or prototyping - Nice to have
  • Demonstrable experience in technical environments in which the projects are situated. - Must have
