Job description
For the project 'Adjustments to management parameters for usability within the policy domain' at our client in Aalst, we are looking for a Programme Manager (Expert).

End date: 31/12/2025
Our client has established a partnership concerning common and generic elements that are relevant to every OMG entity. These include applications, uses, exchange, disclosure and acquisition of data and issues, knowledge systems, file tracking systems, business enterprise systems, purchase of generic data sets, etc.
Within the framework of this partnership, a new programme entitled 'Common OMG Management Parameters, Code Lists and Standards' was created.
The VMM is the leading entity for this programme within the partnership, as it has already taken important steps in the area of applications for managing parameters, units and standards.
A Programme Manager (Expert) will be recruited to lead and coordinate this programme in collaboration with all stakeholders from the relevant entities within the Environment Department.
General information:
- Work is carried out within an Agile environment.
- Part of the work is to be carried out at the VMM premises in Aalst between 7:30 a.m. and 7 p.m. (to be agreed upon).
- This is a 45-man-day assignment.
- VMM will provide the necessary licences, software and network access to carry out the assignment. VMM does not provide an Office licence. Office 365 software can be made available by VMM, but without a licence. The tenderer must use their own company licence. Alternatively, LibreOffice can be made available.
Requirements
Must have:
- Demonstrable experience as a Programme Manager, leading programmes related to infrastructure projects or development projects - 8 years (Expert)
- Demonstrable experience as a Scrum Master - 2 years (Medior)
- Demonstrable experience in infrastructure projects or development projects - 15 years (Expert)
- Demonstrable experience with change management according to the ADKAR methodology - 4 years (Medior)
- Scrum Master certificate
- Language requirement: Dutch at European CEFR level C2.
Preferable:
- Demonstrable experience with ITIL
- Demonstrable experience with project management techniques and tools (risk management, issue management, etc.)
- Demonstrable experience with terminology, organisation, roles and processes of the PM methodology (e.g. Prince2, PMBok, etc.). Ability to transfer expert knowledge on the subject
- Demonstrable knowledge and experience with ITIL.
- Demonstrable knowledge and experience of a programme management methodology (e.g. Agile, Scrum, MSP)
