Project Manager "Planningstools"

Infrabel's I-ICT.212 office I-ICT manages all applications related to rail infrastructure management and train traffic planning.
As part of the "SCM, Smart Capacity Managment" programme, Infrabel is modernising and optimising its train traffic planning software. This programme has the following objectives:

• Increase efficiency in scheduling
• Produce robust and conflict-free schedules
• Guarantee optimal and correct use of available infrastructure capacity
• Deal with capacity requests in an objective and transparent manner
• Evolving needs within international market : TTR
• Centralisation of planning activities

Infrabel wishes to call on Tucrail to carry out a mission to support the development of the UPM (Unified Planning Module) project. This application is responsible for managing works, planning train traffic and exporting this information.

For this mission, we are looking for a Project Leader.

Responsibilities as "Senior Project Leader"

• Preparing the project planning and related documentation
• Managing the internal contacts during the course of the project
• Organising workshops
• Organising the rollout of the processes and internal procedures (communication, training, coaching)
• The follow-up of the project's planning, scope and budget
• Reporting at project level (scope, budget, delivrables, issues & risks)
• Support & coaching of scrum masters
• Communicating the status and progress of the project and consulting all project stakeholders
• Preparation of the various meetings (ICT meetings, Steering Committee, etc.)
• Ensuring that the project objectives are realised
• Reporting the Actuals ( regarding time spent by employees on various tasks )
• Guarantee that the Agile principles are well understood and respected in practice
• Timely search for and anticipation of dependencies and monitoring of Risks
• Team guidance throughout the different iterations
• Coaching and guiding the ICT team with regard to applying and optimising Agile operations
• Facilitating discussions, decision making and conflict resolution
• Guidance towards a "Self-organising" team
• Optimising internal and external communication

Technical skills

• At least 10 years of experience as Project Leader for a Software Development team (following Scrum principles)
• Thorough Knowledge of Atlassian software Jira and Confluence
• Experience within large IT development teams (+ 30 Pers)
• Very good knowledge of MS Project
• Sufficient experience with Scaled Agile Methodology (SAFe, Spotify, etc... )
• Knowledge of the technology used by the Development team ( especially Java components )
• 'Natural leader' easy/easy connection with team members, gain trust
• Master excellent communication and mentoring techniques
• Experience in Process Management and Change Management is a plus;
• ITIL and PRINCE or PMI or PMP certification is appreciated
• experience in public sector project management is also a plus
• general knowledge of architecture and IT technology (databases, middleware...).
• Knowledge and experience of conflict resolution, continuous improvement, accountability, increasing transparency
