Project Manager Radar Expansion

Job description

The port of Antwerp is the second largest port in Europe. With 1,000 or so companies, it provides direct and indirect
employment to 140,000 people and generates 20 billion euros in added value annually. The port authority
Antwerp, as a public limited company under public law, is responsible for the operational management of the port. With its
1,500 employees, it is at the service of 'our' port day and night, 365 days a year. In addition, in the
role of community builder, it takes on many challenges in the interest of the wider port community.
To carry out its mission, the port authority increasingly calls on the possibilities of
digitalisation and also wants to actively embrace innovation. The Digital & Innovation (DI) department is the
final responsibility for this. With about 100 employees, it is responsible for managing the infrastructure and the
core applications and also develops applications that support the operational functioning of its own organisation and

Within department DI - infrastructure services, we manage three major clusters (network technology, workplace technology and
nautical technology) . This includes the radar platform, radio and camera networks, 4G/5G, etc. Currently
a lot of projects are underway around expansion and renewal of all our digital infrastructure. Coherence between these
projects is considerable and therefore needs to be well monitored and coordinated. That is why we are looking for a
project leader to assist us in the smooth delivery of these projects. This starts, of course, with good scope
definition, drawing up the planning, following up the execution and clear reporting.

As (operational) project leader, you will help support the projects within DI IN (infrastructure services)

  • You help map out the requirements in support of our technology owners who have in-depth technical knowledge
  • have in-depth technical knowledge
  • You draw up a project plan with a milestone plan, help determine the budget and map out what resources are needed
  • You identify risks and challenges and report these to the DI IN manager and the business sponsor
  • You prepare tests together with the business and help ensure transparent planning
  • You help monitor the progress of the projects and report on it through already developed processes within DI
  • You will help build a mature project operation that fits in with the rest of DI
  • You have an affinity with IT (in-depth technical knowledge is not a requirement, but a basic knowledge of how IT systems and networks are built is expected).

Requirements

  • Proven experience and understanding of how IT infrastructure is built (Network - sensors - IOT) - Medior ( 2,00 years ) - Must have
  • Proven experience with office applications (Microsoft project) - Medior ( 2,00 years ) - Must have
  • Demonstrable experience with radar platform, radio and camera networks, 4G/5G - Medior ( 2.00 years ) - Must have
  • Demonstrable experience within the port sector - Nice to have
  • Demonstrable experience Understanding how IT infrastructure is built (Network - sensors - IOT) - Nice to have
  • Higher education (Master or Bachelor) with technical/engineering background or equivalent through experience. - Must have
  • Minimum 10 years' experience in infrastructure or development projects - Medior ( 10.00 years ) - Must have
    • Of which at least 2 years of experience in managing programmes related to infrastructure or development projects - Medior ( 2.00 years ) - Must have
    • Of which at least 5 years of experience in leading and supervising projects with total budgets of minimum EUR 1000 K. - Medior ( 5.00 years ) - Must have
  • Language requirement: Dutch-speaking at European CEFR level C2 - Must have
  • Proven experience in technical environments in which the projects are situated. - Nice to have
  • Capacity to oversee multiple individual projects, and to direct and optimise the substantive links between the various projects - Nice to have
  • Communication and customer-oriented, preferably through demonstrable preparation/training. - Nice to have
  • Knowledge of ITIL - Nice to have
  • Be able to use project management techniques and tools (risk management, issue management, etc.) - Nice to have
  • Very good knowledge of the terminology, organisation, roles and processes of the PM methodology (e.g. Prince-2), preferably demonstrated by certification. Able to transfer relevant expert knowledge. - Nice to have
  • Very good knowledge of a programme management methodology (e.g. MSP), preferably demonstrated by certification. Able to transfer relevant expert knowledge. - Nice to have
